It's always been a question among suckers whether or not Batman can retire, but there is commodity terrible that has to be to Gotham City before he could ever step down. This is doubtful to ever be, because in order to relieve the megacity of supervillains, gangsters and other culprits stalking the thoroughfares, Batman would have to abandon Gotham to another force that is just as dangerous.
Gotham City has not always been a place where crime ran rampant. As seen in the miniseries Gotham City Year One, decades ago it was considered a clean megacity while Metropolis was the one agonized by high crime rates. This began to change in 1961 when the Wayne family's baby son Helen was abducted. A private operative named Slam Bradley ever finds himself being used as a mediator between the kidnappers and the Waynes. still, the Wayne primogenitor seems to be hiding commodity regarding the hijacking and his womanis fearful.

This is what gave birth to the need for Batman. still, this ridiculous shows that Gotham was not always like this, and so to outside spectators it appeared that Gotham did not need a Batman to cover it. The police were suitable to keep culprits in line, and the people were willing to look the other way as long as effects stayed calm.
This means that suckers can presume as to what's demanded for Batman to retire. If crime was excluded from the megacity also there would be no need for Batman. still, this ridiculous shows that in order for that to be the bobbies must have complete control over the entire megacity. This basically means turning Gotham into an nearly fascist- suchlike police state where regular beatings of suspects and detainees occurs. It's presumably doubtful that Batman will ever retire because this means he'd have to turn a eyeless eye to police relatively conceivably beating innocent people. So while it may feel like a dream for Batman to quit his campaign, it would leave Gotham City to a terrible fate.
